Job Description – Technical Lead

Position       -           Technical Lead

About API Setu

API Setu is an initiative of the National e-Governance Division (NeGD) under the Ministry of Electronics and Information Technology (MeitY), Government of India. The platform enables secure, scalable, and standards-based API integration across Government departments, public sector organizations, and private ecosystem partners to facilitate seamless digital service delivery.The incumbent will lead the technical vision of the platform, ensuring scalability, security, interoperability, and high availability while mentoring engineering teams and collaborating with internal stakeholders and external government agencies.

Key Responsibilities

  • Lead the architecture, design, and development of the API Setu platform and associated services.
  • Define and implement scalable, secure, and high-performance system architecture.
  • Lead technical design reviews and establish engineering best practices.
  • Develop and review critical application components and APIs.
  • Mentor development teams and provide technical guidance throughout the software development lifecycle.
  • Collaborate with Project Managers, Product Owners, Government Departments, and partner agencies for solution delivery.
  • Ensure compliance with Government security standards, API standards, and data protection guidelines.
  • Drive performance optimization, system monitoring, logging, and observability.
  • Lead troubleshooting of complex production issues and implement permanent corrective actions.
  • Prepare technical documentation, architecture diagrams, and implementation plans.
  • Support deployment, release management, and DevSecOps practices.
  • Evaluate emerging technologies and recommend improvements to enhance the platform.

Technical Skills

  • Hands-on architectural and coding expertise in Python and PHP is a must.
  • Expertise in Java (Spring Boot) or .NET Core, with hands-on coding experience will be an added advantage.
  • Experience with RESTful APIs, Microservices Architecture, and API Gateway.
  • Strong knowledge of distributed systems, asynchronous messaging, caching, and performance optimization.
  • Experience with relational and NoSQL databases such as PostgreSQL, MySQL, MongoDB, or Redis.
  • Hands-on experience with Docker, Kubernetes, and container orchestration.
  • Experience with cloud platforms (NIC Cloud, AWS, Azure, or GCP) is desirable.
  • Knowledge of CI/CD pipelines, Git, Jenkins, SonarQube, and DevSecOps practices.
  • Experience with messaging platforms such as Kafka or RabbitMQ.
  • Familiarity with OAuth 2.0, OpenID Connect, JWT, SSL/TLS, API Security, and PKI.
  • Understanding of monitoring and observability tools such as Prometheus, Grafana, ELK, or similar technologies.

Preferred Skills

  • Experience working on Digital India initiatives or other Government of India projects.
  • Familiarity with OpenAPI/Swagger specifications.
  • Knowledge of Enterprise Architecture frameworks and integration patterns.
  • Exposure to Identity and Access Management (IAM) solutions.
  • Experience in security audits, vulnerability remediation, and compliance standards.
  • Relevant industry certifications in Cloud, Kubernetes, TOGAF, or Enterprise Architecture will be an added advantage.
  • Strong leadership and decision-making capabilities.
  • Effective stakeholder management and communication skills.
  • Strong documentation and presentation skills.

Educational Qualification

  • Bachelor’s Degree in Computer Science, Information Technology, Electronics, or a related discipline from a recognized University/Institute.
  • Master's Degree in a relevant discipline will be preferred.

Experience

  • Minimum 10+ years of experience in software design and development, including 3 years of experience leading enterprise application development teams.
  • Experience in designing and implementing large-scale distributed systems and API-based platforms.
  • Experience in Governance projects, Government Digital Platforms, Digital Public Infrastructure, etc. will be preferred.
