Overview
The Deputy Manager-Finance shall support the management and execution of various activities under Meri Pehchaan (NSSO)/ API Setu, and other Digital India initiatives.
The resource will be responsible for assisting in project financial management, budget monitoring, expenditure tracking, vendor coordination, resource management, reporting, procurement support and project documentation. The role requires close coordination with internal teams, vendors, consultants, and government stakeholders to ensure smooth execution of project activities especially financial matters.
Job Description
Key Responsibilities:
- Manage project budgeting, financial planning, forecasting and fund requirement assessment for NSSO and API Setu Projects.
- Prepare annual budgets, revised estimates and project-wise financial projections and monitor expenditure against approved budget heads and identify budget deviations, liabilities and funding gaps.
- Prepare fund requirement, fund utilisation and expenditure statements for management and competent authorities.
- Track project-wise funds received, expenditure incurred, committed expenditure, pending liabilities and available balance.
- Manage the end-to-end vendor payment and invoicing process, including scrutiny and processing of vendor bills.
- Verify invoices with respect to work orders, agreements, SLAs, attendance, deliverables, work completion reports and supporting documents.
- Coordinate with vendors, Project Teams, Finance, HR and Procurement for timely resolution of billing issues and processing of payments.
- Monitor manpower, cloud/infrastructure, software, service and other recurring project expenditures, wherever applicable.
- Prepare financial inputs for DPRs, PRSG proposals, sanction/fund-release proposals and project extension proposals.
- Support preparation of Utilisation Certificates (UCs), utilisation statements, expenditure reports and financial reports for MeitY/competent authorities.
- Monitor physical and financial progress of project activities against approved plans, milestones and timelines and maintain project trackers, action-taken reports, issue trackers and follow up on pending activ1ities/action points.
- Coordinate with MeitY, Project Heads, Finance s Accounts, HR, Procurement, Administration, technical teams, vendors and other stakeholders.
- Support project reviews, audits and compliance activities and ensure proper maintenance of financial and project records.
- Ensure compliance with applicable Government of India financial procedures, organisational policies, project guidelines and contractual provisions.
Qualification:
- Graduate or post graduated in Commerce, Finance, Business Administration, Economics or related discipline from a recognised university.
- MBA/PG Diploma in Finance, M.Com, or equivalent qualification will be preferred.
Required Experience
- 4+ years of experience in Project Management, Finance Operations, Programme Management, Consulting, or e-Governance projects.
- Experience in budget tracking, financial reporting, vendor coordination, procurement support, and project documentation.
- Experience of working with Government, PSU, or Digital India projects shall be preferred.
- Working knowledge of project management methodologies and reporting frameworks.
Required Skills
- Strong knowledge of MS Excel, PowerPoint, and Word.
- Experience in MIS preparation, dashboard creation, and data analysis.
- Good understanding of budgeting, expenditure tracking, and financial reporting.
- Strong documentation and report-writing skills.
- Excellent stakeholder coordination and communication skills.
- Ability to manage multiple tasks and work under tight timelines.
- Strong analytical, organizational, and problem-solving capabilities.
