About the Role
NeGD is looking for a Product Owner to drive the design, development, and continuous improvement of digital products supporting India's e-Governance initiatives. The role serves as the primary link between stakeholders, technical teams, and end-users — translating business needs into clear, actionable requirements and ensuring products are delivered with discipline, quality, and measurable value.
About the Product — DigiLocker
DigiLocker is a flagship initiative under India's Digital India programme, providing citizens with a secure, cloud-based platform to store, access, and share authentic digital documents and certificates issued by government departments and other agencies. It enables verified, tamper-proof e-documents, eliminating dependence on physical paperwork for identity, education, and other essential services. Used by hundreds of millions of citizens, DigiLocker integrates with numerous government and private-sector services for real-time document issuance and verification.
Key Responsibilities & Requirements
1. SDLC & Development Methodologies
- Strong understanding of the Software Development Life Cycle and Agile/Scrum/Kanban/Waterfall methodologies
- Active participation in Agile ceremonies — sprint planning, daily stand-ups, reviews, and retrospectives
- Able to work closely with development and QA teams through planning, execution, testing, and release cycles
2. Project & Documentation Management
- Expertise in end-to-end project management — tracking timelines, identifying cross-team dependencies, risks, and scope trade-offs, and following up to ensure timely delivery
- Skilled in preparing Business Requirement Documents (BRD), Functional Requirement Documents (FRD), Product Requirement Documents (PRD), detailed user stories, workflows, and acceptance criteria
- Strong capability in creating clear, stakeholder-ready presentations and status reports
- Acts as the primary point of contact for requirement clarifications throughout development
3. Technical & Architectural Understanding
- Working knowledge of web and mobile application development concepts, RESTful APIs, cloud infrastructure (AWS/Azure/GCP), client-server architecture, data flows, and integration/permissions models
- Familiarity with modern tech stacks to effectively collaborate with engineering teams and make informed product decisions
- Experience with release management of web and mobile applications, including versioning, staged rollouts, and app store/play store release processes
- Must have: working knowledge of using AI tools in product management workflows (e.g., requirement drafting, research synthesis, analytics, and content generation)
- Experience creating user flows and process diagrams using tools such as Draw.io/Diagrams.net, Lucidchart, or similar
- Added bonus: understanding of PKI (Public Key Infrastructure) and cryptography concepts
4. Product Sense & Technology Awareness
- Sound understanding of how modern digital applications are designed, built, and scaled
- Awareness of current technology trends (e.g., AI/ML integration, low-code platforms, microservices, API-first design, DevSecOps) and their applicability to e-Governance products
- Awareness of design principles and design systems, and how they contribute to consistent, user-friendly product experiences
5. Product Analytics
- Hands-on experience with product analytics tools such as Google Analytics 4 (GA4), Mixpanel, or similar platforms
- Ability to track user behavior, define success metrics, measure product performance, and drive data-informed decisions
6. Roadmap & Backlog Management
- Ability to define and maintain a product roadmap aligned with organizational goals
- Own and manage a prioritized, well-defined product backlog with clear acceptance criteria, ensuring items are ready and unambiguous for development teams
- Lead backlog refinement sessions and support sprint planning
7. Stakeholder Engagement & Alignment
- Collaborate with business, government, and functional stakeholders to gather, clarify, and prioritize requirements
- Ensure alignment between stakeholder expectations and delivered functionality
- Communicate progress, scope changes, and functional decisions clearly
8. Quality & Validation
- Support user acceptance testing (UAT), validate delivered features against acceptance criteria, and ensure release readiness
- Identify gaps or inconsistencies and work with teams to resolve them
9. Tools
- JIRA, Confluence, or similar Agile/collaboration platforms
- MS Office (Word, Excel, PowerPoint) for documentation and reporting
- LLM-based tools such as ChatGPT, Claude, or similar for research, drafting, and productivity
- Product and app analytics tools such as GA4, Firebase, and similar platforms
Qualifications
- Bachelor's degree in Computer Science, Information Systems, Business, or related field (or equivalent experience) preferred
- 2+ years of relevant experience as a Product Owner, Business Analyst, or similar role in an Agile/technical environment/software development. Overall experience less than 7 years

A proactive, detail-oriented professional with strong technical aptitude and excellent communication skills, capable of bridging business and engineering, bringing structure and clarity to ambiguous problem spaces, and translating citizen-service needs into actionable, well-defined product requirements. Prior experience working in the government sector is a plus.
