Examination Fee Exemption: All unemployed applicants are exempted from payment of examination fee. Employees of Government/PSUs/Corporations shall pay the prescribed examination fee.

11. Social Exclusion; Rights issues – Gender, Caste, Tribe, Disability etc.

Syllabus – Paper II: Town Planning (P.G. Level)

1. Settlement Evolution and Planning Theory

• Evolution of human settlements – ancient, medieval, renaissance, industrial, colonial eras.
• Contributions of Ebenezer Howard, Patrick Geddes, Lewis Mumford, Le Corbusier, Doxiadis.
• Garden City concept and New Towns. Theories of Urban Structure: Concentric Zone, Sector, Multiple Nuclei.
• Land use planning, determinants, demand and supply, urban structure.
• Development plan types, local area planning, rational-comprehensive planning, mixed scanning, action planning.

2. Planning Analysis and Techniques

• Data for planning – primary and secondary sources, qualitative and quantitative methods, survey design.
• Census data, sampling techniques, land use surveys using drones, satellite imageries, GIS.
• URDPFI Guidelines, Zoning Regulations, Development Controls.
• Standards for residential, commercial, industrial and recreational areas.

3. Socio-Economic Base for Planning

• Sociology and economics relevance to planning, socio-cultural profile of Indian society.
• Urban sociology, social problems of slums and housing, social planning and policy.
• Poverty in India – social and spatial structure, safety and spatial planning.

4. Demography and Urbanization

• Demographic concepts, sources of population data, composition, trends of urbanization.
• Theories of migration, population growth implications, policies for urbanization.

5. Environmental & Disaster Management

• Sustainable development, environmental impact assessment, biodiversity conservation.
• Climate change mitigation and adaptation, disaster risk management, community-based disaster management.

6. Urban Governance, Finance and Legislation

• 74th Constitutional Amendment, urban local bodies, municipal finance, PPP models.
• Planning legislation: Town Planning Act 1920, HMDA Act, Land Acquisition Act, URDPFI Guidelines, Pollution Control Acts.

7. Traffic and Transportation Planning

• Principles of traffic and transportation planning, road classification, traffic surveys, land-use transport integration, parking, traffic management.

8. Regional Planning

• Regional planning concepts, growth theories (Rostow, Hirschman, Myrdal), core-periphery, Christaller's Central Place Theory, regional disparities.

Selection Process

1. Written Examination (Objective Type): CBRT / OMR based – 450 marks.
2. Qualifying Marks: OC, Sportspersons & EWS – 40%; BCs – 35%; SCs, STs & PHs – 30%.
3. Candidates selected in order of merit against vacancies available in each Multi Zone.
4. Appearance in all papers is compulsory. Absence in any paper results in disqualification.

Local Reservation (Multi-Zonal Posts)

This post is classified as Multi-Zonal. Local reservation (95%) is applicable.

How to Apply

1. Register through One Time Registration (OTR) on TGPSC website www.tgpsc.gov.in if not already registered.
2. Login with TGPSC ID and Date of Birth, verify OTP on registered mobile number.
3. Verify details fetched from OTR database, select examination centre.
4. Preview application and proceed to online payment.
5. After payment, download the PDF application form. Reference ID Number to be quoted for future correspondence.

Important Instructions

• Commission may conduct exam in OMR based Offline mode or CBRT mode.
• Scores will be normalized for multi-session CBTs; results on percentile basis.
• Objections to key can be filed within stipulated period with fee of Rs. 500/- per question.
• Images of OMR sheets will be hosted on TGPSC website for reference.
• Memorandum of marks available online with payment of Rs. 200/- within 30 days.
• Electronic gadgets strictly banned. Malpractice punishable under Telangana Act 25/1997.
• Candidates must regularly visit TGPSC website for updates.
