Note: As per G.O.Ms.No.86, G.A.(Ser.A) Department, Dt. 18/05/2026, the upper age limit is raised up to 10 years i.e., from 34 years to 44 years.

Educational Qualifications

The applicant must possess B. Planning / B.Tech (Planning) from a recognised university / institute as on the date of notification (10/07/2026).

Note: Distance Education degrees must be recognised by UGC / AICTE / Distance Education Bureau. The onus of proof rests with the applicant.

Age Limit (as on 01/07/2026)

Minimum: 18 years (not born after 01/07/2008)

Maximum: 44 years (not born before 02/07/1982)

No person shall be eligible if he/she is less than 18 years or has crossed 61 years (superannuation age).

Examination Fee Exemption: All unemployed applicants are exempted from payment of examination fee. All employees of any Government (Central/State/PSUs/Corporations/Other Govt. Sector) shall pay the prescribed examination fee.

Mode of Payment: Online through Net Banking, Debit Card, Credit Card, and UPI.

Note: Fee once remitted shall not be refunded or adjusted under any circumstances.

Syllabus – Paper I: General Studies and General Abilities

1. Current affairs – Regional, National and International.
2. International Relations and Events.
3. General Science; India's Achievements in Science and Technology.
4. Environmental issues; Disaster Management – Prevention and Mitigation Strategies.
5. Economic and Social Development of India and Telangana.
6. Physical, Social and Economic Geography of India.
7. Physical, Social and Economic Geography and Demography of Telangana.
8. Socio-economic, Political and Cultural History of Modern India with special emphasis on Indian National Movement.
9. Socio-economic, Political and Cultural History of Telangana with special emphasis on Telangana Statehood Movement and formation of Telangana state.
10. Indian Constitution; Indian Political System; Governance and Public Policy.
11. Social Exclusion; Rights issues such as Gender, Caste, Tribe, Disability etc. and inclusive policies.
12. Society, Culture, Heritage, Arts and Literature of Telangana.

Syllabus – Paper II: Planning (Degree Level)

1. Demography & Urbanization: Definitions and concepts of demography, sources of population data, demographic composition, trends of urbanization in India and world, theories of population and migration, implications of population growth, policies and strategies for directing urbanization trends in India.
2. Elements of Economics & Sociology: Concepts and definitions of sociology and economics in urban and regional context, economic planning in India, theories of land economics, poverty concepts, social division in India, urban culture, social problems of urban community.
3. Environmental Planning and Management: Concepts and theories related to conservation, planning and management of resources. Sustainable development & environmental economics, biodiversity conservation, environmental impact studies, EIS methodologies, environmental policies and awareness.
4. Climate Change and Planning: Introduction to climate change, sectoral issues, urban climate change, impact assessment, mitigation and adaptation, governance & legislation. Planning principles for eco-sensitive zones (coastal habitat, hill towns, riverfront, etc.).
5. Planning & Management for Disasters: Hazard, risk, vulnerability, disaster types, disaster risk management, four elements of disaster management (preparedness, response, recovery, mitigation), hazard safety legislations, community-based disaster risk management.
6. Financing and Institutional Mechanisms for Projects: Municipal finance, policy support, budgetary allocations, sources of funding, urban reforms, PPP in urban projects, institutional capacity enhancement, infrastructure pricing and financing.
7. Urban Governance & Management: Concepts and scope of governance, evolution, history of Urban Local Bodies in India, determinants of good governance, 74th Constitutional Amendment, local and participatory planning.
8. Traffic and Transportation Planning: Principles of traffic and transportation planning, classification of roads, road design and geometry, transport planning process, traffic surveys, land use and transportation planning, parking facilities, traffic signals, street lighting, traffic management.
9. Planning Legislation: Indian Constitution, Model Town and Country Planning Acts, Town Planning Act 1920, Hyderabad Municipal Corporation Act 1955, Municipality Act 1965, Urban Area (Development) Act 1975, Land Acquisition Act 1984, 73rd and 74th Constitutional Amendment Acts, Slum related Legislation, Rent Control Act, URDPFI Guidelines, Pollution Control Acts.
10. Regional Planning: Concepts of regional planning, delineation of regions, spatial organization, regional growth process theories (Rostow, Hirschman, Myrdal), core and periphery, theories of Christaller, Losch, rank size rule, regional disparities in India, decentralized and multi-level planning.

Selection Process

1. Written Examination (Objective Type): CBRT / OMR based – 450 marks.
2. Qualifying Marks: OC, Sportspersons & EWS – 40%; BCs – 35%; SCs, STs & PHs – 30%.
3. Candidates will be selected based on merit and order of preference (web-options) against available vacancies.
4. Appearance in all papers is compulsory. Absence in any paper will result in disqualification.

Local Reservation (Multi-Zonal Posts)

Post Code 01 (State Level): Local reservation is not applicable. Selection shall be made on statewide merit.

How to Apply

1. Applicants must register through One Time Registration (OTR) on TGPSC website www.tgpsc.gov.in if not already registered.
2. After OTR, login with TGPSC ID and Date of Birth, verify the OTP received on registered mobile number.
3. Verify the details fetched from OTR database (Name, DOB, Qualifications, Community, Gender, etc.).
4. Select the examination centre.
5. Preview the application and proceed to payment through Net Banking, Debit Card, Credit Card or UPI.
6. After payment, download the PDF application form. The Reference ID Number must be quoted for future correspondence.

Important: OTR registration alone does not constitute an application for any post. Applicants must submit online applications specifically for this notification.

Important Instructions

• Commission reserves the right to conduct the examination either in OMR based Offline mode or Computer Based Recruitment Test (CBRT) mode.
• Scores will be normalized for multi-session CBTs and results announced on percentile basis.
• Incomplete/incorrect applications will be rejected.
• No individual correspondence will be entertained.
• Candidates must regularly visit TGPSC website for updates.
• Objections to question paper/key can be filed online within stipulated period with a fee of Rs. 500/- per question.
• Images of OMR sheets will be hosted on TGPSC website for reference.
• Memorandum of marks can be obtained online with payment of Rs. 200/- within 30 days of result publication.
• Electronic gadgets including mobile phones, calculators, smart watches, etc. are strictly banned in the examination hall.
• Any malpractice will be punishable under Telangana Public Examinations (Prevention of Malpractices and Unfair means) Act, 1997.
