- Eligibility: Regular/permanent officers or employees of Central Government / State Government departments / corporations / public undertakings, holding the prescribed educational qualification and already working in the matching grade pay, with experience of working in an engineering post and 03 years of continuous satisfactory service; no pending departmental disciplinary or vigilance inquiry
- Qualification: Diploma / B.Tech / B.E. in the relevant engineering discipline (Civil / Mechanical / Electrical) from a Central or State Government recognised institution, or Associate Membership (Sections A & B) of the Institution of Engineers (India)
- Not eligible: Employees working in local bodies (स्थानीय निकाय)
