SPMCIL Empanelment of Advocates 2026 - Panel for High Court, CAT & District Courts, Delhi | Apply by 14 November

Security Printing and Minting Corporation of India Ltd. (SPMCIL), Corporate Office, intends to form a panel of Advocates to plead, draft, defend and represent SPMCIL in court cases in the following courts, for a period of two years:

1. High Courts.
2. Central Administrative Tribunal.
3. District Courts / Labour Courts / Tribunals situated in Delhi.

Eligibility for empanelment

Essential qualification – Degree in law from a UGC recognized University; and duly enrolled with the concerned Bar Council.

Experience of practice –

• For conducting cases in High Court: 12 years of experience in the respective field for which applied, i.e. Civil, Labour, Service or Tax matters in High Court.
• For conducting cases in CAT: 10 years of experience in Service matters as a practising Advocate in the Central Administrative Tribunal.
• For conducting cases in District Courts and other courts/tribunals: 7 years of experience in the respective field for which applied, i.e. Civil, Labour, Service matters or Tax matters as a practising Advocate in District Court including other Courts and Tribunals.

Desirable qualifications – LLM from a UGC recognized University; Diploma/Certificate Course(s) in Labour Laws.

Tenure

The empanelment will be valid for a period of two years from the date of empanelment, which may be further extended for one year if required. The performance of the empanelled Advocate shall be reviewed at regular intervals for continuance in the panel.

Fee

The fee payable for drafting and attending court cases (effective and non-effective hearings) in High Court, Central Administrative Tribunal and District Courts/Labour Courts shall be as per the fee schedule for Advocates decided by the Union of India vide Office Memorandum No. J-12011/6/2025-Judicial/E. 158060 dated February 5, 2026 issued by the Ministry of Law and Justice, Department of Legal Affairs, as revised from time to time. No retainer fee shall be paid to any panel Advocate.

How to apply

• Apply in the prescribed format available on the SPMCIL website; no other format of application will be accepted.
• An applicant willing to be empanelled for more than one Court (High Court, CAT or District Court/Labour Court) may apply separately for each forum in a separate envelope superscribed with the relevant Court.
• The application form should be forwarded by speed post/registered post addressed to: JGM (Legal), Security Printing and Minting Corporation of India Ltd., 3rd Floor, Tower-G, World Trade Center, Nauroji Nagar, New Delhi - 110029.
• The application should reach the above address within 21 days from the date of publication of the notice. Any application received after the last date prescribed in the advertisement (i.e. 14/11/2026) shall not be accepted.

Documents to be furnished

1. Copy of Degree in Law.
2. Copy of Enrolment certificate issued by Bar Council.
3. Copy of identity card issued by Bar Association/Council.
4. Copy of judgments of 10 cases pertaining to the relevant field for which applied.
5. Copy of office order/letter of empanelment issued by other PSUs/Government Bodies etc.

Procedure for empanelment

• Length of practice and specialization in the area of law; proper and adequate infrastructure (office premises, number of associate Advocates/assistants etc.); track record and integrity of the Advocate.
• No applicant/Advocate shall be called for interaction unless he/she satisfies the eligibility conditions and is shortlisted. Merely fulfilling the eligibility criteria will not confer any right to be called for interaction or to be empanelled.
• A list of shortlisted Advocates for interaction shall be uploaded on the SPMCIL website along with the date, time and venue of the interaction. No individual intimation will be sent.
• If necessary, confidential enquiries may be made from the respective Bar Council/Bar Associations regarding the expertise and reputation of the Advocate.
• Written consent of the Advocates shall be obtained as to the acceptance of the rates, terms and conditions of the Corporation for empanelment, as amended from time to time.

No application fee is prescribed in the notice.
