RITES Empanelment of Experts for Azerbaijan Railway Project 2026
Request for Expression of Interest (REOI) for Empanelment of International and National Experts
REOI No. RITES/RI/RP/EOI/Experts/2026/01 | Date: 13.07.2026
RITES Ltd., a Navratna Central Public Sector Enterprise under the Ministry of Railways, Govt. of India, invites Expressions of Interest (EOI) from eligible professionals for empanelment as Experts with RITES Limited for the Railway Electrification, Signaling and Telecommunication Consultancy Project in the Republic of Azerbaijan, for which RITES intends to submit a bid. The empanelled Experts will be considered for deployment against suitable positions. The selection of the particular Expert(s) shall, however, be done from the list of empanelled Experts based on the qualification requirements for the projects and negotiation between RITES and the empanelled Expert(s).

Selection Process
- Submission of EOI Application with prescribed formats (Covering Letter Form-I, Specific Details Form-II, Detailed CV Form-III) as per Annexure-II.
- Evaluation of EOI Applications by RITES Limited based on the qualification and experience criteria.
- Empanelment of successful applicants, communicated through e-mail. Mere empanelment does not guarantee a job with RITES Limited.
- For bidding of a particular Project, CVs of empanelled Experts shall be scrutinised against the Project’s RFP requirements.
- RITES shall interact with shortlisted Experts to obtain their willingness and negotiate salary expectations.
- Deployment of Experts once the Project is awarded to RITES Limited.

- Submit the EOI Application comprising all requisite documents through e-mail under the subject: “Empanelment of Experts for Azerbaijan Railway Project” to expt.international@rites.com with copy to sbu.rp@rites.com and mohd.siddiqui@rites.com.
- The empanelment is a continuous process; however, the first list of empanelled Experts shall be prepared based on EOI Applications received till 31.08.2026, 17:00 hrs. Thereafter the list shall be expanded based on applications evaluated at intervals decided by RITES Limited.
