Office of the Deputy Commissioner-cum-District Magistrate, Ranchi (Social Security Cell) / District Child Protection Unit (DCPU), Ranchi invites applications for engagement of Counsellor on a contractual basis for the Observation Home in Ranchi district under the Centrally Sponsored Mission Vatsalya scheme of the Women, Child Development & Social Security Department, Government of Jharkhand.

Contract Terms
- Contract is for 1 year, extendable annually based on performance evaluation.
- Employment may be terminated with 1 month notice if work is unsatisfactory.
- No permanent absorption; appointed against sanctioned remuneration.
- Department may modify terms & vacancies as needed.
- Casual leave as per state employees for calendar year; no other leave admissible.
- Post is not transferable.
- Code of conduct as per state government rules applies.
Selection Process
- No interview.
- Initial merit list based on academic percentage at each level (Matric, Intermediate, Graduate, Post Graduate) with weightage: Matric 20%, Intermediate 20%, Graduate 30%, Post Graduate 30%, Total 400 marks.
- 5x candidates of each vacancy shortlisted for computer typing test.
- Computer Hindi typing (20 wpm) and English typing (30 wpm) with accuracy — qualifying only, no marks.
- Final merit list based on typing proficiency.
- Certificate verification within 3 months; police verification conducted.
- Reservation rules applicable.
