Jagat Guru Nanak Dev Punjab State Open University (PSOU), Patiala invites online applications for eight non-teaching posts under Advertisement No. 01/2026 dated 24.10.2026. Non-teaching posts are applied for through the university's non-teaching recruitment portal.

Qualifications and Experience

Punjabi passed up to Matric standard is essential for every post.

• Assistant Registrar: Master's degree or LL.B. with at least 55% marks (50% for SC/ST) from a recognised university, with five years' regular teaching/administrative experience in an educational institution (college/university), Central Government, State Government, semi-government or autonomous institution; or a candidate with not less than 20 years of service in a university, out of which at least one year (as printed in the advertisement) in the capacity of Superintendent, Personal Assistant or a higher position, irrespective of the qualification prescribed above.
• Superintendent: a working Superintendent from a State/Central Government institute or university; or a person with 10 years' regular administrative experience, out of which at least five years as Senior Assistant. Candidates may also apply on deputation from State/UT/Central Government institutions or universities as per Punjab Government norms. Eligible candidates are shortlisted through a competitive test and only shortlisted candidates are called for interview.
• System Administrator: MCA / BE / B.Tech (CS/IT) or equivalent with first class from a recognised university, and a minimum of 10 years' experience in programming, system administration, network administration or a relevant field. Desirable: Windows and Linux system administration, maintenance of enterprise Wi-Fi access points, multi-gigabit switches and PoE devices, configuration of switches, routers and firewalls, VPNs and secure access, network monitoring, intrusion detection and prevention, central computer centre or campus networking, and wired/Wi-Fi network design and capacity planning.
• Programmer: M.Sc. (IT) / MCA / B.Tech (CSE) or equivalent with first class from a recognised university, and a minimum of 3 years' experience in programming or a relevant field in State/UT/Central Government institutions, universities or industry. Desirable: Java, .NET, PHP, ASP.net, JSP and Python; MySQL, PostgreSQL, Enterprise DB and MSSQL; LDAP, Apache, Tomcat, Mail and DHCP services; cloud and data-centre management.
• Senior Assistant: Bachelor's degree from a recognised university or institution, and at least a 120-hour course with hands-on experience in personal computer use or information technology in office productivity or desktop publishing applications from a government-recognised or ISO 9001 certified institution; or a computer information technology course equivalent to the 'O' level certificate of DOEACC. Experience of five years as a clerk in a university, college or educational institute. Candidates must qualify a Punjabi typing test (Unicode font Raavi) and an English typing test at 30 words per minute (300 words in 10 minutes); eligible candidates are shortlisted through the typing tests, followed by a skill test for those who qualify.
• Law Researcher (On Contract): LL.B. from a recognised university or institution; enrolment as an Advocate with a State Bar Council or the Bar Council of India with a valid right to practise; good drafting skills. Preferred specialisation: university and service law, writs, civil matters, contracts, disciplinary matters, RTI, arbitration and constitutional law.

SC/ST and PwD candidates not domiciled in Punjab must pay the general category fee, and reserved category candidates must upload a Punjab State Domicile/Residence Certificate. The fee is non-refundable and payable online only.

General Conditions

• Regular appointments carry a three-year probation period as per Punjab Government Notification No. G.S.R.56/Const./Art.309/Amd.(18)/2016 dated 05.09.2016; appointment may also be made on deputation from State/Central Government institutions or universities.
• Age limit is as per UGC/Punjab Government rules.
• Photograph and signature must be scanned separately in JPEG format, each not exceeding 150 KB.
• Persons already in service must apply through the proper channel and produce a No Objection Certificate at the interview.
• Incomplete applications or hard copies received after the due date will not be entertained.
