National Productivity Council (NPC), an autonomous body under DPIIT, Ministry of Commerce & Industry, GOI, invites applications for 01 Advisor - Process and Organization Study purely on a contractual basis, to support the HRM Group at NPC Headquarters, New Delhi.

Essential Eligibility

• Qualification: Postgraduate in Management, Industrial Engineering, Operations Management or a discipline relevant to the project from a recognized institution. A Bachelor's degree in Civil Engineering (or relevant to highway construction & maintenance) is desirable.
• Experience: At least 20 years of relevant professional experience in management consulting, organizational studies, business-process review, organizational development, governance or public-sector institutional assessment. Demonstrated experience in process mapping, workflow analysis, role & responsibility analysis, gap assessment and development of implementable recommendations; strong analytical writing, stakeholder consultation, report drafting and presentation skills.

Work Responsibilities

• Review the target organization's structure, functional allocation, reporting relationships, span of control, coordination arrangements and alignment of responsibilities with its mandate and scale of operations.
• Examine governance and administrative arrangements, including delegation of powers, approval hierarchies, administrative procedures and decision-making processes.
• Map and analyze end-to-end processes across the project lifecycle; identify duplication, avoidable steps, delays, unclear accountability, procedural bottlenecks and opportunities for simplification.
• Undertake gap analysis and develop evidence-based recommendations on process redesign, governance, role clarity, coordination and institutional efficiency; prepare written inputs, process maps, analytical tables and recommendations for Inception, Draft and Final Reports.

• Purely contractual; no right to regular appointment/absorption/regularization in NPC or its associated bodies.
