Mode of Appointment

The post shall be filled by Composite Method i.e. Deputation (including short-term contract) or promotion. Under this method, the departmental Assistant Library and Information Officer in Level-7 (Rs. 44,900-1,42,400) with 9 years' regular service rendered after appointment in the grade, possessing at least Bachelor's Degree in Library Science / Library and Information Science and having successfully completed in-house training of two to four weeks in the field of Library and Library Science, will also be considered along with outsiders. If the departmental candidate is selected, the post shall be treated as having been filled by promotion; otherwise the post is to be filled by deputation (including short-term contract) for a prescribed period, at the end of which the departmental officer will again be afforded the opportunity to be considered for appointment to the post.

Age Limit

The maximum age limit for appointment by deputation (including short-term contract) shall not exceed 56 years as on the closing date of receipt of applications.

Tenure / Period of Deputation

The period of deputation (including short-term contract), including the period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government, shall ordinarily not exceed four years.

How to Apply

1. Interested and eligible officers should apply in the enclosed pro-forma (Bio-data/Curriculum Vitae Proforma for Library & Information Officer).
2. The applications must be forwarded through proper channel so as to reach the Under Secretary to the Government of India (NITI Aayog, Admin-IV Section) within 60 days from the date of publication of the advertisement in Employment News.
3. While forwarding the applications, the particulars of the candidates must be verified by the forwarding authority.
4. The applications must be accompanied by the following documents:
   1. Proof of educational qualifications and experience (self-attested);
   2. Original/attested photocopies of the APARs for the last 5 years;
   3. Vigilance clearance certificate;
   4. Integrity certificate;

Note: The certificate to be provided by the employer includes immediate relieving of the applicant if selected, verification of particulars, eligibility as per the circular, integrity certificate ('Beyond Doubt'), no pending/contemplated vigilance case, no penalty during the last 10 years, and attested photocopies of ACRs/APARs for the last 5 years attested on each page by an officer not below the rank of Under Secretary or equivalent.

Selection Procedure

Selection will be made by a Selection Committee based on the information furnished in the Curriculum Vitae, duly supported by the documents in respect of essential qualification/work experience submitted by the applicant, which will be assessed at the time of selection for the post. The decision of the competent authority shall be final.
