Eligibility
IAS officers under the Central or State Governments, public sector undertakings, semi-government organisations, autonomous bodies including universities and deemed universities, or statutory organisations, who are empanelled for the post of Joint Secretary and equivalent by the Department of Personnel and Training and who have administrative-cum-practical development experience in the field of rural development.

Other Conditions
- The period of deputation, including a short-term contract and any deputation in another ex-cadre post held immediately before this appointment, shall ordinarily not exceed five years.
- The maximum age limit for appointment by deputation is 56 years on the closing date for receipt of applications.
- Cooling-off applies as per Government of India rules.
- Service rendered on a regular basis before 01.01.2006 is deemed to be service in the corresponding grade pay or pay scale, subject to the usual exceptions.
