National Health Systems Resource Centre (NHSRC), New Delhi, on behalf of the Ministry of Health & Family Welfare (MoHFW), is seeking applications for the post of Finance Data Analyst (Job Code FDAFNM) purely on a contractual basis.

Background

The National Health Mission is the umbrella programme of the Ministry of Health & Family Welfare, Government of India, providing a holistic public health delivery system, primarily in rural areas. Manpower support in the form of technical assistance, purely on a contractual basis, is required to assist in implementing and monitoring financial management systems under NHM.

Objectives

At the Central level the Finance Data Analyst monitors funds under NHM, data entry, release of funds, expenditure, FMRs, SFPs, unspent balances, Statutory Audit, Concurrent Audit, Utilization Certificates, conducts financial review visits, and action taken by the States.

Key Responsibilities

1. Consolidation and custody of data received from States/UTs relating to financial management of Central Grants released under NHM.
2. Compilation of funds released under NHM and their utilisation by States/UTs.
3. Compilation of the status of implementation of 0:100 SLS for matching State Share on kind and IM for all programmes covered under NHM at the Central level.
4. Custodian of FMRs and SFPs received from States/UTs, including compilation and reporting.
5. Creating a sound technical database after verifying and freezing data obtained from States, FMG and other grantee institutions.
6. Analysis of data and generation of financial MIS budget-head-wise, activity-wise, division-wise, state-wise, quarter-wise and year-wise, and generation of comparative statements with reference to percentage of allocation, release and expenditure.
7. Providing information and data support for Parliament Questions/Committees, RTI, public grievances, VIP references, budget-related matters and CAG audits.
8. Suggesting reviews and improvements to finance/accounts/data processes in States/UTs in light of observed trends.
9. Conducting training and capacity building on overall data management in States/UTs and participating in CRMs and other review teams under NHM.
10. Regular updation of web content and uploading of sanction orders on the Ministry website.
11. Any other work assigned from time to time.

Eligibility

Essential: M.Com / MBA (Finance) / CA / ICWA from a recognised University or Institute, with a minimum of 5 years experience in finance and accounts data management in the social and private sectors.

Desirable: experience in development of accounting packages, system analysis or computer programming; experience in Data Analytical Tools / Accounting Tools / Software with proficiency in data analysis; experience working on the Government PFMS Portal; efficiency in MS-Office (especially Excel and PowerPoint).

Age limit: up to 50 years on the last date for submitting the application.

Remuneration

Consolidated monthly remuneration in the fee range of Rs. 60,000/- to Rs. 1,20,000/-, based on qualifications and experience. The consultant is not entitled to any other benefits such as subsidy, compensation or pension, except as expressly provided in the consultancy agreement, and is not exempt from taxation.

Terms of Engagement

• Period: initially up to 31 March 2027, likely to be extended subject to performance and Divisional requirement. First three months are on probation.
• Termination: either party may terminate by giving one month's written notice.
• Travel: the consultant must be ready to travel extensively to State/District/Block/village levels. A fixed per diem for boarding and lodging is payable as per NHSRC rules for equivalent positions.
• Recent CV and evidence of the last consultancy payment received must be attached.

Selection Process

If the recruitment process includes a written test, a minimum qualifying mark of 70% is required. If the number of qualifying candidates is high, a ratio of 1:5 is adopted for the vacancy and the top 5 candidates are considered. Where 2 or more candidates qualify with the same marks, all such candidates are considered.
