National Health Systems Resource Centre (NHSRC), New Delhi, on behalf of the Ministry of Health & Family Welfare (MoHFW), is seeking applications for the post of Finance Analyst (Job Code FANM) purely on a contractual basis.

Background
The National Health Mission is the umbrella programme of the Ministry of Health & Family Welfare, Government of India, providing a holistic public health delivery system in both rural and urban areas. Manpower support in the form of technical assistance, purely on a contractual basis, is required to assist in implementing and monitoring financial management systems under NHM.
Objectives
At the central level the Finance Analyst has to monitor funds management under NHM, including release of funds, expenditure, FMRs, SFPs, unspent balances, Statutory Audit, Concurrent Audit, SNA-SPARSH, Utilization Certificates, field review visits and action taken thereon by the States.
Key Responsibilities
- Ensuring correctness and compliance of release proposals based on extant guidelines and norms under NHM, including infrastructure maintenance.
- Supervision, monitoring, training and guidance of the team consisting of Finance Assistants for the allocated States/UTs.
- Follow-up with States/UTs for implementation of SNA-SPARSH at State, District and block levels.
- Overseeing data consolidation, generation of financial MIS activity-wise, division-wise, state-wise, quarter-wise and year-wise, and comparative statements with reference to percentage of allocation, release and expenditure.
- Overseeing preparation of financial year-wise sanction orders and overall settlement of UCs with PAO, MoHFW.
- Coordination with Disease Control Programmes for compiling allocation, release and utilisation of funds.
- Monitoring receipt of FMRs, Statement of Funds Position and Monthly Concurrent Audit Report from States/UTs and providing feedback on trends of funds allocation, release and expenditure.
- Monitoring the Statutory Audit process, timely receipt of Consolidated Audit Reports and Utilisation Certificates, examination thereof, and obtaining compliance from the respective States/UTs.
- Compilation of component-wise funds utilisation database for various programmes under NHM.
- Analysis of data relating to funds utilisation, audited utilisation certificates, expenditure trends and utilisation patterns among intra-NHM components as per FMR format.
- Preparation of FMR and Audit Analysis Reports for NHM programmes and their circulation to respective Programme Divisions and States/UTs for comments.
- Interaction with NDCPs relating to progressive funds release and expenditure, and obtaining prescribed monthly status reports.
- Review of financial processes in States/UTs with reference to NHM financial management guidelines and suggesting improvements.
- Joint team visits to States for finance, accounts and audit performance review, specific financial studies, and preparing reports with observations and recommendations.
- Conducting training and capacity-building workshops for State/District/block level finance and accounts staff and providing technical assistance to States/UTs.
- Providing information and data support for Parliament Questions/Committees, RTI, public grievances, VIP references, CAG and DGACE audits.
- Maintaining regular updation of the NHM PMS Portal / electronic database.
- Any other work assigned from time to time.
Eligibility
Essential: MBA (Finance) or PGDBM/PGDBA specialised in finance from a recognised Institution, with at least 5 years experience in finance and accounts matters in the social, private or government sector.
Desirable: experience in Data Analytical Tools / Accounting Tools / Software with proficiency in data analysis; experience working on the Government PFMS Portal; efficiency in MS-Office (especially Excel and PowerPoint).
Age limit: up to 50 years on the last date for submitting the application.
Remuneration
Consolidated monthly remuneration of Rs. 60,000/- to Rs. 1,20,000/- based on qualifications and experience, as decided by the Joint Selection Board of the Government of India, the Development Partner and other nominated subject experts. If engaged and paid through the GOI budget, remuneration is decided by the MoHFW Selection/Review Committee. The consultant is not entitled to any other benefits, payment, subsidy, compensation or pension except as expressly provided in the consultancy agreement, and is not exempt from taxation.
Terms of Engagement
- Period: initially up to 31 March 2027, likely to be extended subject to performance and Divisional requirement. First three months are on probation.
- Reporting: the consultant will submit a detailed report to the Director/DS (NHM-Finance) at the end of every quarter.
- Termination: either party may terminate by giving one month's written notice.
- Travel: all travel must be authorised in advance by the Director/DS (NHM-Finance). A fixed per diem for boarding and lodging is payable as per NHSRC rules.
- Recent CV and evidence of the last consultancy payment received must be attached.

Selection Process
If the recruitment process includes a written test, a minimum qualifying mark of 70% is required. If the number of qualifying candidates is high, a ratio of 1:5 is adopted for the vacancy and the top 5 candidates are considered. Where 2 or more candidates qualify with the same marks, all such candidates are considered.
