- Holding analogous post on regular basis in parent cadre/department, OR +
- 10 years regular service in Pay Level-4 (pre-revised PB-1 Rs.5,200-20,200 + GP Rs.2,400) +
- Preference to ICAR system officials +
Upper Division Clerk (Level-4):

- Holding analogous post in similar capacity, OR +
- LDC in Pay Level-2 with minimum 8 years regular service +
- Preference to ICAR system officials +
Lower Division Clerk (Level-2):

- Holding analogous post in similar capacity with three years of service +
- Preference to ICAR system officials +
Selection Process:
+Deputation basis. Applications to be forwarded through proper channel with APARs for last 3-5 years, vigilance clearance, and other documents.
