Goa Staff Selection Commission (Goa SSC / GSSC) has released Advertisement No. 3 of Year 2026 (No.1/164/2026-Goa SSC/883), dated 11.09.2026 for the recruitment of 222 Group C posts in various departments of the Government of Goa. The posts include Desktop Publishing Operator, Lower Division Clerk/Recovery Clerk, Data Entry Operator and Junior Assistant. Online applications are open from 11.09.2026 to 02.10.2026 through the official website gssc.goa.gov.in.

The cut-off date for determining eligibility for educational qualification, age limit and experience is the last date of application, i.e. 02.10.2026.

Eligibility Criteria

Desktop Publishing Operator (Level-5)

• Higher Secondary School Certificate (HSC) in any stream from a recognized Board.
• Training by the National Council for Vocational Training in Desktop Publishing Operator, or a Certificate of successful completion of Apprenticeship under the Apprentices Act, 1961 in the trade of Desktop Publishing Operator.
• 3 years of experience in the field of printing and publishing.
• Practical knowledge of Layout Programme, Word Processing Programme and Corel Draw.
• Typing speed of 40 words per minute.
• Working knowledge of Devnagri Software and knowledge of Konkani.
• Desirable: experience in operation and control of essential commodities, and knowledge of Marathi.

LDC/Recovery Clerk, Data Entry Operator and Junior Assistant (Level-2)

• Higher Secondary School Certificate (HSC) from a recognized Board, or an AICTE-approved Diploma from a recognized State Board of Technical Education, or an equivalent qualification from a recognized institution.
• A minimum six-month Diploma/Course Certificate in Computer from an Information Technology Knowledge Centre/Computer Institute recognized by the Info Tech Corporation of Goa Limited (or an equivalent recognized body).
• A minimum typing speed of 30 words per minute in English.
• At least one year of working experience (as an apprentice, or in a Government/semi-Government organization, factory, company, hospital, recognized educational institute, cooperative bank, or a private establishment employing 5 or more persons, among other listed categories).
• Knowledge of Konkani. Knowledge of Marathi is desirable.

Candidates holding a Degree/Diploma in Computer Science, Computer Applications, Information Technology, Electronics, Electronics and Telecommunication, or Electrical and Electronics from a recognized University/State Board of Technical Education, along with a Trade/Course Certificate in Computer Operator and Programming Assistant from a recognized Industrial Training Institute, are exempted from producing the separate Computer Diploma Course Certificate for the LDC/Recovery Clerk, Data Entry Operator and Junior Assistant posts.

Age Limit

The age limit is not exceeding 45 years, relaxable for Government servants and others by up to five years as per applicable Government instructions.

Maximum age for all categories after relaxation is 56 years. The Department of Personnel, Government of Goa has exempted PwD candidates from the essential experience requirement vide Order No. 1/8/2023-PER/2792 dated 08.09.2026.

Application Fee

The application fee depends on the Level of Pay of the post applied for and is payable online only (Internet Banking, Debit/Credit Card, UPI). No physical payment is allowed.

Salary Details

Desktop Publishing Operator is placed at Pay Level-5, while Lower Division Clerk/Recovery Clerk, Data Entry Operator and Junior Assistant are placed at Pay Level-2 as per the Government pay matrix levels.

Selection Process

Selection is through a Two-Tier Computer Based Test (CBT) followed by a qualifying skill/typing test. There is no negative marking in the Computer Based Test.

Skill Test / Typing Test

• Candidates must clear a qualifying typing skill test: 40 words per minute in English for Desktop Publishing Operator, and 30 words per minute in English for LDC/Recovery Clerk, Data Entry Operator and Junior Assistant.
• The skill/typing test is qualifying in nature only and does not count towards merit; final merit is based solely on CBT-II marks.

Key Selection Rules

• Minimum passing marks in CBT: UR - 45%; OBC - 40%; SC/ST/PwD - 35%.
• Candidates must score a minimum of 4 out of 10 marks in Konkani to be considered further; passing the Konkani test is mandatory for merit.
• PwD candidates get compensatory time of 25 minutes in the 60-mark CBT and 35 minutes in the 80-mark CBT.
• CBT-I is common to all four posts and is used only for shortlisting/screening.
• Shortlisting for CBT-II: 10 times the number of posts per category for Desktop Publishing Operator, and 5 times for the other three posts, based on CBT-I merit.
• After CBT-II, candidates who pass or are within 2 times the number of vacancies per category (whichever is lower) are called for the skill/typing test.
• Final selection and merit are based only on CBT-II marks.
• If two or more candidates score equal marks in the CBT, the candidate born earlier is given precedence.

4. Upload a recent passport-size photograph as required.
5. Pay the applicable application fee online through Internet Banking, Debit/Credit Card or UPI.
6. Ensure you possess the required educational qualification, a valid 15-year Goa residence certificate, Employment Exchange registration and other relevant certificates before applying.
7. Submit the application on or before 02.10.2026.
