Eligibility Criteria
Age Limit
Maximum age 64 years, calculated on Last Pay drawn minus Pension plus DA at the applicable rate.
Citizenship
Citizen of India, retired from services of Central/State Government Department / Autonomous Bodies / PSU having expertise in concerned areas.
Educational Qualification
- Master in Science / B.Tech in Chemical Engineering / Biochemical Engineering or equivalent qualifications.
- Preference: Candidates having Ph.D. degree with publications in related fields.
Experience
- More than 10 years research experience with publications in pollution monitoring in CPCB, SPCB/PCC and Government Analyst.
Core Areas of Expertise Required
- Familiarity with Laboratory Management & experience in certification processes (ISO 9001:2015, ISO 45001:2018, ISO/IEC 17025:2017 (NABL), Recognition under E(P)A 1986, etc.)
- Coordinating with certification bodies
- Worked as Qualified Lead Assessors as per ISO/IEC 17025 / worked in capacity of Quality/Technical Manager in Environmental Laboratory of Central/State Pollution Control Board/Committee
- Organizing in-house training programmes for laboratory officials
- Strong computer skills and proficient with appropriate software systems
- Excellent verbal and written communication skills, including technical writing and editing of SOPs and System Document Procedures
- Experience working with laboratory data/information management systems
Terms of Engagement
- Tenure: Full-time basis, initially for six months, extendable up to two years on every six months basis on satisfactory performance, subject to maximum attaining age of 65 years, whichever is earlier.
- Emoluments: Shall be equal to Pay Level-12 of the pay matrix (Rs. 7,600/-) OR equivalent post & above, calculated on Last Pay drawn minus Pension plus DA at applicable rate.
- Leave: 4 days leave in six months and 8 days leave in a calendar year on pro-rata basis.
- No TA/DA admissible for joining or on completion.
- No allowances: Not entitled to House Rent, Transport Allowance, LTC, Residential Telephone, Transport facility, Residential Accommodation, Personal Staff, etc.
- No Government vehicle shall be provided.
- Foreign travel not allowed at Government expenses; domestic travel allowed as per entitlement on date of retirement.
- TDS deducted as admissible; TDS Certificate issued by Accounts Branch.
- Performance evaluation: Contract can be terminated at any time if performance not found satisfactory.
- Cannot undertake any other assignment during the contract period.
Role & Responsibilities
- Report to Member Secretary, DPCC
- NABL accreditation of DPCC Labs
- Research evaluation, planning, skill development
- Monitoring data and information management of various schemes
- Compliance of various Acts/Rules, Court Orders
- Secretarial work: preparation of notes, memorandums, documents, analytical reports, file processing
