Overview

Applications are invited for engagement of three Consultants (Legal) on contractual basis in the Department of Animal Husbandry and Dairying (DAHD), Ministry of Fisheries, Animal Husbandry and Dairying, Government of India. A reserve panel shall also be maintained.

Essential Qualifications

1. Bachelor's Degree in Law from a recognized University.
2. Registered as an Advocate in the Bar Council of India or State Bar Council, in terms of the Advocates Act, 1961.

For Retired Government Servants:

Central Government servants retired from the position of SO/US/DS/Director may also apply subject to having Bachelor's Degree in Law from a recognized University and having legal experience.

For Private Applicants:

Minimum 5 years of experience at Bar or experience of working in Government Department or PSUs having handled legal work and Court cases. Registration and work experience certificates must be enclosed.

Additional Skills Required:

• Excellent written and oral communication and interpersonal skills
• Knowledge of Computer applications such as MS-Word, MS Excel, MS PowerPoint etc.
• Good knowledge of the LIMBS portal (Legal Information Management & Briefing System)

Scope of Work

1. To aid in preparing para-wise comments/counter affidavits/petitions/applications etc. across courts, tribunals and other statutory authorities filed against or by the Department.
2. Monitoring of the pending court cases, to assist and be present in the court at the time of hearing.
3. Perform such other work of legal nature as may be entrusted from time to time by this Department.
4. Vetting of draft affidavit prepared by Govt. Counsels and to be filed in various judicial/quasi-judicial forums.
5. Assist the Department in policy decision/matters.
6. Draft/scrutinise rules, regulations and review Acts/Laws handled by the Department.

Age Limit

• Private applicants: Not more than 40 years as on 01.01.2026.
• Government Retired Officers: As per Department of Expenditure's O.M. dated 09.12.2020.

Remuneration

For Private Applicants:

Consolidated remuneration of ₹70,000/- per month. Necessary TDS shall be deducted as per rules. No other allowance or benefit shall be provided.

For Retired Government Officers (Old Pension Scheme):

Fixed monthly amount arrived at by deducting basic pension from the pay drawn at the time of retirement, as per DoE O.M. No. 3-25/2020-E.IIIA dated 09.12.2020. Plus fixed Transport Allowance as per DoE OM No. 21/5/2017-E.II(B) dated 07.07.2017. No HRA, DA, or other allowances.

For NPS Retirees:

Remuneration as per DoE O.M. dated 18.10.2023.

Period of Contract

• Initially for a period of six months, extendable to six more months but not exceeding one year.
• Performance will be reviewed after every three months.
• No right will be accrued regarding renewal of contract or absorption in service.

Selection Process

1. Selection will be on the basis of personal interview/talk by a Selection Committee.
2. Only short-listed candidates shall be called for the interview.
3. No TA/DA will be paid for attending the interview.
4. Original certificates and bio-data must be produced at the time of interview.

Terms and Conditions

• This engagement is fee-based consultancy and does not tantamount to employment.
• No right to regular appointment in Government service.
• The Department reserves the right to accept or reject any application without assigning reasons.
• The consultant shall not represent, advise or work for any person against the interest of this Department.
• Jurisdiction for legal disputes shall be in Delhi Courts only.
• The consultant will be subject to the Official Secrets Act, 1923.
