Essential Qualifications

Government servants retired from the post of ASO/SO/US (Level-7 to Level-11 as per 7th CPC) in Central/State Government may apply for the post.

Scope of Work

The consultant is being engaged for work related to:

1. Managing e-office work
2. Record keeping of files
3. Maintenance of receipts
4. Drafting of DO letters/various forms of communications
5. Assessing reports and coordination with various Govt. Departments/Ministries and entities

Desirable Skills

• Excellent written and oral communication and interpersonal skills
• Knowledge of Computer applications such as MS-Word, MS Excel, MS PowerPoint etc.

Age Limit

As per Department of Expenditure's OM dated 09.12.2020.

Remuneration

1. Old Pension Scheme (OPS) retirees: Fixed monthly amount arrived at by deducting basic pension from the pay drawn at the time of retirement, as per DoE O.M. No. 3-25/2020-E.IIIA dated 09.12.2020. The amount remains unchanged for the term of the contract.
2. No increment, Dearness Allowance or HRA shall be allowed during the term of contract.
3. A fixed amount as Transport Allowance shall be paid as per DoE OM No. 21/5/2017-E.II(B) dated 07.07.2017. No DA on TA.
4. No other allowances such as HRA, residential accommodation, residential telephone, CGHS, medical reimbursement, personal support staff, transport facilities, tuition fee reimbursement etc. will be admissible.
5. NPS scheme retirees: Remuneration as per DoE O.M. dated 18.10.2023 shall apply.

Period of Contract

• The appointment will be purely on contractual basis for a fixed period of initially one year only.
• Extension shall be granted for one more year subject to performance of the selected consultant.
• In no case the contract shall be extended after two years.
• No right will be accrued in favour of the consultant regarding renewal of contract, absorption in service, etc.

Selection Process

1. Selection of the Consultant will be done on the basis of personal interview/talk by a Selection Committee.
2. Only the short-listed candidates shall be called for the interview.
3. No TA or DA will be paid for attending the interview.
4. At the time of interview, the shortlisted candidates shall have to produce their bio-data and certificates in original for verification.
5. The decision of the competent authority on selection will be final.

Terms and Conditions

• This engagement will be in the nature of fee-based consultancy and does not in any way tantamount to an appointment for employment or job.
• The engagement does not confer any right to regular appointment in Government service.
• The Department reserves the right to accept or reject any application without assigning any reasons.
• The consultant shall not represent, advise or work for any person against the interest of this Department for 1 year from the date of termination or contract end date.
• Jurisdiction for legal disputes shall be in Delhi Courts only.
• The consultant will be subject to the provisions of Official Secrets Act, 1923.
