Government of Tripura, Social Welfare & Social Education Department, Ujan Abhoynagar, Agartala, Tripura, invites applications from eligible and willing candidates in plain paper for appointment to the post of State Commissioner for Persons with Disabilities, Tripura, in accordance with the Rights of Persons with Disabilities Act, 2016 and the Tripura Rights of Persons with Disabilities Rules, 2018. Qualification for appointment

A candidate shall not be qualified to be appointed as a State Commissioner for Persons with Disabilities under sub-section (1) of Section 79 of the Act unless:

1. she/he possesses special knowledge or practical experience in respect of matters relating to rehabilitation of persons with disabilities;
2. she/he has not attained the age of 56 (fifty-six) years as on 1st January of the year in which the last date for receipt of applications occurs;
3. she/he possesses the following educational qualification and experience.

Educational qualification

• Essential: Graduate from a recognized University.
• Desirable: Recognized Degree or Diploma in Social Work, Law, Management, Human Rights, Rehabilitation or Education of persons with Disabilities.

Experience

At least 20 (twenty) years experience in a Group ‘A’ level or equivalent post:

1. in the Central Government or State Government; or
2. in Public Sector Undertakings, Semi-Government or Autonomous Bodies dealing with disability-related matters or social sector; or
3. works in the capacity of a senior-level functionary in a registered State or National or International level voluntary organization working in the field of disability or social development.

Term

The State Commissioner shall be appointed on a full-time basis for a period of three years from the date on which he/she assumes office, or until attaining the age of 65 years, whichever is earlier, subject to the provisions of the Tripura Rights of Persons with Disabilities Rules, 2018. A person may serve as State Commissioner for a maximum of two terms, subject to the upper age limit of 65 years.

Salary and allowances

The salary and allowances of the State Commissioner shall be the salary and allowances as admissible to a Secretary to the State Government, subject to the terms and conditions prescribed under the relevant Rules.

Where an applicant, being a retired Government Servant or a retired employee of any institution or autonomous body funded by the Central or State Government, is in receipt of pension in respect of such previous service, the salary admissible to him under these rules shall be reduced by the amount of pension, and if he has received in lieu of a portion of the pension the commuted value thereof, by the amount of such commuted portion of the pension.

12. Any other relevant information considered necessary.

The application should be accompanied by self-attested copies of certificates/documents in support of age, educational qualification, experience and other claims made in the application.
