RITES Port of Colombo Experts Empanelment 2026 (REOI) – Port Planning, Logistics & Transport Planner Experts | First list by 08 Oct

RITES Limited (Schedule ‘A’ Enterprise of Govt. of India), a Navratna Central Public Sector Enterprise under the Ministry of Railways, invites Request for Expression of Interest (REOI) from eligible professionals for empanelment as Experts under REOI No. RITES/AP/P&WR/EOI/Experts/2026/01 dated 30.09.2026.

The empanelled Experts will be considered for deployment against suitable positions for the Consultancy for Preparation of a Land Use Optimization Study for the Port of Colombo, Sri Lanka, for which RITES intends to submit a bid. Sri Lanka Ports Authority is the client. Selection of particular Expert(s) shall be from the empanelled list, based on the qualification requirements of the project and negotiation between RITES and the empanelled Expert(s).

Please note: this is an expert empanelment / consulting assignment, not a regular employment vacancy. There is no fixed post count. Mere empanelment does not guarantee a job with RITES Limited.

About the Assignment

• Sri Lanka Ports Authority (client) has invited proposals to provide consultancy services for the Preparation of a Land Use Optimization Study for the Port of Colombo.
• RITES Limited has been shortlisted by the Client for submission of Request for Proposal.
• The assignment comprises a land use survey of port and near-port land, followed by a Land Use Optimization Plan for short-, medium- and long-term port and port-related logistics development.
• It aims to optimize land utilization within the Port of Colombo, improving operational efficiency, logistics integration and future development planning.

Positions Empanelled

1. Port Planning Expert (Team Leader / Project Manager)
2. Port Related Logistics Expert
3. Transport Planner Expert

Qualification Requirements (Annexure-I)

• Port Planning Expert: Expert in port facility planning; at least 15 years of firsthand experience in port infrastructure planning and execution in a major container port.
• Port Related Logistics Expert: at least 15 years managing and operating port-related logistics facilities; minimum 5 years of international logistics exposure in major foreign ports. International exposure in a country with a container Port Performance Index (LPI) ranking below 35 is an added advantage.
• Transport Planner Expert: similar-size projects refer to Europe–Asia–Europe (23 million TEUs in 2024), Trans-Pacific (28.5 million TEUs in 2024) and Trans-Atlantic (7.9 million TEUs in 2024) routes. Sri Lanka handles over 25% of the regional container throughput.
• The name and nomenclature of the Bachelor’s degree may differ with respect to different countries. RITES reserves all rights to decide fulfilment of this criterion as per the submitted documents.

General Eligibility

• The Applicant’s age should not be more than 60 years as on the last date of submission of the EOI Application.
• Minimum qualification and experience requirements must be met as per Annexure-I.
• Applicants must not have been blacklisted, debarred, banned or restricted by any Department of the Central Government or any other organisation.
• This REOI shall be governed by the laws of India and the Courts at Delhi shall have exclusive jurisdiction.

Documents Required (Annexure-II)

1. Covering Letter for EOI Application (Form-I of Annexure-II).
2. Specific Details (Form-II), including copy of passport and income tax returns of the last 3 returns filed.
3. Detailed Curriculum Vitae (Form-III of Annexure-II), strictly in the prescribed format, indicating the work in hand and the duration till which the person will be required to be engaged in the assignment, with proof of age and qualification, colour photograph, contact address and phone/mobile number.
4. Qualification documents – educational qualification certificates, experience certificates and any other document showing evidence of qualification and experience.
5. Any other document in support of the candidature and claims submitted.

Applications failing to submit the above prescribed forms and documents will be summarily rejected.

Selection Process

1. Submission of EOI Application in the prescribed formats (Covering Letter Form-I, Specific Details Form-II, Detailed CV Form-III) as per Annexure-II.
2. Evaluation of EOI Applications by RITES Limited based on the qualification and experience criteria.
3. Empanelment of successful applicants, communicated through e-mail. Mere empanelment does not guarantee a job with RITES Limited.
4. While bidding for a particular Project, CVs of empanelled Experts shall be scrutinised against the Project’s RFP requirements.
5. RITES shall interact with shortlisted Experts to obtain their willingness and negotiate their salary expectations.
6. Deployment of Experts once the Project is awarded to RITES Limited.

How to Apply

1. Download the complete REOI document from the RITES website www.rites.com (available from 30/09/2026).
2. Submit the EOI Application with all requisite documents by e-mail to sbu.ports@rites.com, with copy to eoi.ports@rites.com and bmc.rites@rites.com, under the subject “Empanelment of Experts for Preparation of a Land Use Optimization Study for the Port of Colombo”.
3. The EOI Application must be prepared in indelible ink and signed by the Applicant on all pages, with no interlineations or overwriting except necessary corrections initialled by the Applicant.
4. The empanelment is a continuous process and interested Applicants may submit their EOI Applications at any time. However, the first list of empanelment shall be prepared based on the EOI Applications received till 08.10.2026, 17:00 hrs. Thereafter the list of empanelled Experts shall be expanded based on applications received after that date and evaluated at intervals as decided by RITES Limited.
5. Any misrepresentation or deviation from stated facts, if detected, shall result in rejection of the EOI application or cancellation / annulment of empanelment or engagement, with consequent blacklisting / banning of business for a period of up to three years.

Important Dates

Indicative Remuneration

As per Annexure-IV, the indicative expected remuneration of the proposed Expert is expressed in INR per person per month (22 working days / month), excluding GST, on a monthly employment basis. RITES shall negotiate the remuneration with shortlisted Experts based on experience and availability; the final fee for each Expert is mutually negotiated.
