Post: Assistant Executive Engineer (Civil) in Group-A of Odisha Municipal Engineering Service Cadre under the Housing & Urban Development Department.
Vacancies: 46 (15-W) - UR 24 (08-W), SEBC 05 (02-W), SC 07 (02-W), ST 10 (03-W). PwD (permanent disability 40% or more): 02 posts (Category-I: 01, Category-II: 01) to be adjusted against the categories to which they belong.
Pay Scale: Level-12 of pay matrix under Rule-3 of ORSP Rules-2017 (pre-revised Pay Band-3 Rs.15,600-39,100 + Grade Pay Rs.5,400) with usual DA and other allowances.
Age Limit: 21 to 42 years as on 01.01.2026 (born not earlier than 02.01.1984 and not later than 01.01.2005). Relaxation: +5 years for SC/ST/SEBC/Women/Ex-Servicemen; +10 years for PwD (40%+); cumulative 15 years for PwD belonging to SC/ST/SEBC. Date of birth as per High School Certificate or equivalent will only be accepted.
Educational Qualification: Graduate in Civil Engineering from any Government-recognized University/Institution OR Associate Member of the Institution of Engineers (India) in Civil.
Application Fee: Rs.700/- for candidates other than SC/ST/PwD (paid online); refunded only to candidates who actually appear in the Preliminary Examination. SC/ST/PwD candidates exempted.

Selection Process (Total 550 Marks):

Preliminary Examination (08.11.2026, Sunday): Screening test - 1 paper in Civil Engineering, 100 MCQs, 100 Marks, 1.5 hours. Negative marking: 25% deducted for each incorrect answer. Shortlists up to approx. 10 times the notified vacancies for each category. Marks not counted in final merit.
Main Examination (500 Marks): Paper-I General Studies - 100 Qs, 200 Marks; Paper-II Civil Engineering - 150 Qs, 300 Marks (2 marks each, negative marking 25%). Duration: 2 hrs + 2.5 hrs. Shortlisting for interview in ratio 1:2 (minimum 5).
Interview / Personality Test: 50 Marks.
Final Merit: Based on Main Examination + Interview marks (Grand Total 550). Tie-break: higher Main Exam marks, then elder candidate by date of birth.

Other Conditions: Candidate must be a citizen of India, able to read/write/speak Odia (as per prescribed standards), not more than one spouse living, and must obtain NOC if already a Government servant. The recruitment is governed by the Odisha Municipal Engineering Services (Recruitment and Conditions of Service) Rules, 2016.

Graduate in Civil Engineering from any University or Institution recognized by the Government OR Associate Member of the Institution of Engineers (India) in Civil. Candidate must be able to read, write and speak Odia as per the prescribed standards.
