Selection Procedure:
- Stage 1 – Screening/Preliminary Examination: Consists of two objective type papers (MCQ) of 200 marks each – Paper-I: General Studies and Paper-II: Aptitude Test (qualifying, minimum 33%). Negative marking applies (1/3 deduction for wrong answers). Duration: 2 hours each paper. Marks of Preliminary Exam are not counted for final merit.
- Stage 2 – Main Examination: Includes compulsory papers (English, Hindi, Essay, General Studies-I, II, III) and one optional subject paper (Paper-VII & VIII). Candidates must score at least 40% in each of English and Hindi papers and 45% in aggregate (excluding English & Hindi) to qualify. Total candidates called for Personality Test shall not exceed 3 times the number of vacancies.
- Stage 3 – Personality Test/Interview: Conducted by the Commission to assess personal suitability, mental calibre, intellectual qualities, social traits, and interest in current affairs including knowledge of customs, manners and dialects of Himachal Pradesh. Final merit is determined on the basis of marks in Main Examination (written) and Personality Test combined.

- Examination Stations: Bilaspur, Chamba, Hamirpur, Kangra, Dharamshala, Palampur, Kullu, Mandi, Shimla, Nahan, Solan, Una, Sundernagar, Rampur Bushahr.
- Age Limit: 21 to 35 years as on 01-01-2026. Upper age relaxation of 5 years for SC/ST/OBC/Persons with Disabilities/WFF of HP (only if post is reserved). HP Govt. employees: up to 45 years for HPAS/BDO/Treasury Officer, 42 years for HPPS and District Controller.
- Desirable Qualification: Knowledge of customs, manners and dialects of Himachal Pradesh and suitability for appointment in the peculiar conditions prevailing in the Pradesh.
- Reservation: Benefits available only to bonafide residents of HP for SC, ST, OBC, EWS, Ex-Servicemen, Ward of Ex-Servicemen, WFF, and Persons with Disabilities. Reserved category candidates from other states will be treated as General/Unreserved.
- NOC Requirement: In-service (regular) candidates must produce NOC from their employer at the time of interview. Contract/Casual/Adhoc/Daily rated/Work charged employees are exempt.
- Negative Marking: 1/3 of marks deducted for each wrong answer in Preliminary Examination. No penalty for unattempted questions.
- Answer Key Objection Fee: Rs. 100/- per objected question (non-refundable), to be filed online only.
- Disability Criteria: Candidates with 40% or more disability may claim reservation. Scribe/reader requests must be submitted in writing at least 7 days before the examination.
