HPPSC HPAS Combined Competitive Examination-2026 Eligibility Criteria
- Nationality: A candidate must be a citizen of India.
- Essential Qualification: A candidate must possess a Bachelor's degree or its equivalent from a recognized University.
- Age Limit (as on 01-01-2026): Minimum 21 years and maximum 35 years.
- Age Relaxation:
- 5 years for SC/ST/OBC/Persons with benchmark Disabilities and Children/Grand Children of Freedom Fighters of Himachal Pradesh (only if a post is reserved for these categories).
- Ex-Servicemen of H.P. for HPAS and H.P. Police Service posts as per Ex-Servicemen (Reservation of Vacancies, Pay fixation and Regulation of Seniority in the H.P. Administrative Service) Rules, 2020.
- For other posts, age relaxation to Ex-Servicemen as per Demobilized Armed Forces Personnel (Reservation of Vacancies in Himachal State Non-Technical Services) Rules, 1972 (amended vide notification dated 18-09-2007).
- H.P. Govt. servants (regular/contractual in H.P. Govt., High Court, PSUs/Banks controlled by H.P. Govt.): up to 45 years for HPAS, Tehsildar, BDO and Treasury Officer; up to 42 years for H.P. Police Service and District Controller.
- Appearing Candidates: Candidates who have appeared in an examination but not yet informed of the result may apply, and those intending to appear in the qualifying examination may also apply provided it is completed before commencement of the examination (admission deemed provisional).
- MBBS Candidates: Candidates who have passed final professional M.B.B.S. or equivalent medical examination but have not completed internship may be provisionally admitted, subject to producing proof of completion at the time of Personality Test.
- Desirable Qualification: Knowledge of customs, manners and dialects of Himachal Pradesh and suitability for appointment in the peculiar conditions prevailing in the Pradesh.
- Reservation: Benefit of reservation (SC, ST, OBC, EWS, Ex-Servicemen, Ward of Ex-Servicemen, WFF, Persons with benchmark Disabilities) admissible only to bonafide residents of Himachal Pradesh. Reserved category candidates of other States will be treated as General/Unreserved.
- Category Code for Non-HP Candidates: SC/ST/OBC/WFF/PwD/Ex-Servicemen candidates of other States should encode category code 01 (treated as unreserved, no age relaxation).

Selection Procedure:
- Stage 1 – Screening/Preliminary Examination: Consists of two objective type papers (MCQ) of 200 marks each – Paper-I: General Studies and Paper-II: Aptitude Test (qualifying, minimum 33%). Negative marking applies (1/3 deduction for wrong answers). Duration: 2 hours each paper. Marks of Preliminary Exam are not counted for final merit.
- Stage 2 – Main Examination: Includes compulsory papers (English, Hindi, Essay, General Studies-I, II, III) and one optional subject paper (Paper-VII & VIII). Candidates must score at least 40% in each of English and Hindi papers and 45% in aggregate (excluding English & Hindi) to qualify. Total candidates called for Personality Test shall not exceed 3 times the number of vacancies.
- Stage 3 – Personality Test/Interview: Conducted by the Commission to assess personal suitability, mental calibre, intellectual qualities, social traits, and interest in current affairs including knowledge of customs, manners and dialects of Himachal Pradesh. Final merit is determined on the basis of marks in Main Examination (written) and Personality Test combined.
