- Is/has been a Judge of a High Court; or
- Has, for a combined period of 10 years, been District Judge and Additional District Judge; or
- Has been an advocate for 10 years with substantial experience in litigation in service matters in CAT/AFT/High Court/Supreme Court; or
- Is/has been a member of the Indian Legal Service in Grade I or above.
