- Officers of the Central Government only; appointment by transfer on deputation
- Holding an analogous post on a regular basis; OR five years' regular service in posts in the scale of Rs.2,200-4,000 (5th CPC) / Rs.8,000-13,500 (5th CPC) / PB Rs.15,600-39,100 with GP Rs.5,400 (6th CPC) / Level-10 (7th CPC); OR seven/eight years' regular service in posts in the scale of Rs.2,375-3,500/Rs.2,000-3,500 (5th CPC) / Rs.7,450-11,500 (5th CPC) / PB Rs.9,300-34,800 with GP Rs.4,600 (6th CPC) / Level-7 (7th CPC)
- Educational qualification: degree of a recognised university or equivalent
- Experience: seven years' experience in a supervisory capacity in administration and establishment matters
- Applications must be forwarded through the cadre controlling authority/Head of Department with the prescribed proforma and certificates, including integrity certificate and APARs, as per Annexure-II and Annexure-III of the circular
- Applications received after the last date or without the required APARs/certificates will be rejected
- Period of deputation is three years and pay/terms are regulated as per DoPT O.M. No. 6/8/2009-Estt. (Pay-II) dated 17 June 2010, as amended
