- Officers of the Central Government, State Government or Union Territory Government.
- Holding an analogous post on a regular basis; or Level-10 with three years of regular service; or Level-8 with five years; or Level-7 with eight years of regular service in the grade.
- Must possess the educational qualification prescribed for direct recruits: a degree in Civil Engineering or Construction Engineering from a recognised university.
- Maximum age: 60 years.
