The selection process consists of two stages:

Bihar State Disaster Management Authority (BSDMA) is the nodal agency for disaster management in the state of Bihar. Established under the Disaster Management Act, 2005, BSDMA is responsible for coordinating disaster preparedness, mitigation, response, and recovery activities across the state. Bihar being one of the most disaster-prone states in India, regularly affected by floods, droughts, earthquakes, and cyclones, BSDMA plays a critical role in building resilience and reducing disaster risk.
