Advertisement: No. 03 of 2026, Dated 07.07.2026 - Office of the District Judge, Balasore invites applications in the prescribed format for filling up of the posts of Junior Clerk & Copyist, Stenographer Gr.-III and Junior Typist in the Judgeship of Balasore, subject to the final result of the Writ Petition in W.P.(C) No. 1273 of 2014 sub-judice before the Hon'ble High Court of Orissa. The decision of the District Judge, Balasore as to the result of the examination shall be final and in no case shall be liable to be challenged. The authority reserves the right to cancel the recruitment process at any time without prior notice.
Note (W): In the table below (W) indicates Women vacancies (33% intra-reservation for women candidates, subject to availability). In the event of non-availability of eligible/suitable woman candidates of the respective category, unfilled vacancies of that category shall be filled up by eligible/suitable male candidates of that category. Reservation for SC/ST shall be made as per the Orissa Reservation of Vacancies in Posts and Services (for SC and ST) Act, 1975 and Rules made thereunder. Women, sports persons, Ex-Servicemen and physically handicapped persons reservation shall be as per relevant rules/orders. PwD/Sports Person/Ex-Serviceman candidates, when selected as per reservation, shall be adjusted against the category to which they belong. The number of vacancies may increase or decrease.

Eligibility Criteria (common for all posts, per Odisha District & Civil Courts' Judicial Staff Services (Method of Recruitment and Conditions of Service) Rules, 2008): (a) Citizen of India; (b) Passed at least +3 examination or equivalent from a recognized University; (c) Passed at least Diploma in Computer Application from a recognized institute; (d) Over 18 years and below 42 years of age on the last date fixed for receipt of applications (upper age limit relaxed for reserved categories as per rules); (e) Able to speak, read and write Odia and passed a test in Odia equivalent to the M.E. Standard; (f) Good character; (g) Sound health, good physique and free from organic defects or bodily infirmity; (h) Not more than one spouse living, if married; (i) No criminal proceeding pending; (j) Candidates in Government employment/service shall apply through proper channel, inform their respective Heads of Office in writing and obtain "No Objection Certificate".
Junior Typist: Shall possess a minimum speed of 40 words per minute in typewriting.
Stenographer Grade-III: Shall possess a minimum speed of 80 words per minute in shorthand and 40 words per minute in typewriting.
Application Fee: No fee for examination is chargeable for candidates applying for any category of posts.
Scheme of Examination - Junior Clerk & Copyist: Part-I Written (English 100 marks, General Knowledge 100, Arithmetic 100) → Part-II Computer Science Test (Practical) → Part-III Viva-voce. Candidates securing 35% marks in each paper of the written test shall be called for the Computer Science Test (Practical) up to ten times the vacancy in each category (as per sub-rule (3) of rule 7 of the 2008 Rules). Cut-off for qualifying in Computer Science Test (Practical): 50% for General/other candidates and 40% for SC/ST candidates. Questions to be answered in English unless otherwise directed.
Syllabus - Junior Clerk & Copyist: English (essay 30 marks, letter/application 20, one Odia passage to be translated into English 15, one English passage to be translated into Odia 15, summary of one English passage 20; standard equal to +3 examination); Arithmetic (vulgar fractions and decimals, H.C.F. & L.C.M., simple and compound interest, percentages, profit & loss, mixtures, partnership, averages, rates & taxes, insurance, square and cubic measures, time and work, time and distance); General Knowledge (current events and everyday observation, as expected of an educated person); Computer Science (Practical) - text formatting, insertion of table, print & save, file transfer, website searching/browsing, downloading e-mail, pen-drive and accounting programmes; Viva-voce - alertness, general outlook and potential qualities.
Scheme of Examination - Junior Typist & Stenographer Grade-III: Part-I Written English (qualifying in nature, syllabus same as for Junior Clerk) → Part-II Shorthand & Typewriting Test (Stenographer Gr-III: dictation of a passage of 400 words in English in 5 minutes, reproduced in type script in 10 minutes; Typewriting Test for Junior Typist: reproduce a passage of 400 words by typing through Computer System in 10 minutes) → Part-III Computer Science Test (Practical) + Viva-voce. Stenographer Gr-III candidates securing minimum 55% (General/others) or 50% (SC/ST) in shorthand & typewriting test shall be called for Computer Science Test (Practical); same cut-offs apply to Junior Typist typewriting test. Cut-off for Computer Science Test (Practical): 50% (General/others), 40% (SC/ST). For each correct word 0.125 marks awarded; mistake means wrong spelling, substitution/repetition of words and wrong punctuation. Select list drawn on the basis of aggregate of marks in Shorthand & Typewriting / Typewriting, Computer Science Test (Practical) and Viva-voce.
How to Apply: Applications along with the required documents and attested copies of certificates duly signed by the candidates shall be sent by Speed Post / Registered Post ONLY so as to reach the Registrar, Civil Courts, Balasore, At/PO/PS/Dist - Balasore, PIN - 756001 by 5.00 P.M. on 07.08.2026 positively. Applications received beyond that date or otherwise than the prescribed manner shall be summarily rejected. One application shall be considered against one category of post only; for more than one post, separate applications should be submitted for each post mentioning the name of the post clearly (in underlined capital letters) on the top of the application and envelope.
Documents Required: Three self-signed recent colour passport size photographs duly attested by a Gazetted Officer (one affixed on the form); self-attested photocopies of H.S.C. certificate & mark sheet (proof of age), +2 certificate & mark sheet, +3 or equivalent certificate & mark sheet, and higher qualification certificates if any; Diploma in Computer Application certificate; Odia M.E. Standard certificate; Shorthand & Typewriting course certificate showing minimum 80 wpm shorthand & 40 wpm typewriting (Stenographer Gr-III); typewriting certificate showing minimum 40 wpm (Junior Typist); birth certificate (SC/ST/SEBC, PwD, Ex-Serviceman); Discharge Certificate of Ex-Servicemen with affidavit; Sports persons Identity Card issued by Govt.; two original character certificates from two different Gazetted Officers/Medical Practitioners/Sarpanch; two self-addressed envelopes stamped Rs. 60/- each; Employment Exchange Registration Certificate (if any); marital status self-declaration (not more than one spouse); self-declaration of no criminal proceeding pending; NOC from competent authority (Govt. service candidates); conversion certificate (for grade/CGPA results); valid mobile number and e-mail id; and Self-declaration for Authentication of Certificate (Annexure-I).
Important: Success in examination confers no right to appointment. Unsigned application forms shall be summarily rejected. Applications defective/incomplete in any respect shall be summarily rejected. Actual marks secured (excluding extra optional paper) to be mentioned in the form. Date of examination will be intimated to eligible candidates by registered post / official website of District Court, Balasore (http://balasore.dcourts.gov.in). No T.A./D.A. admissible for attending the examination. Any form of canvassing entails rejection.
