National e-Governance Division (NeGD), Digital India Corporation, MeitY invites applications for Senior Manager — Billing, Invoicing & Utilisation Certificates on contract basis for an initial period of 3 years.

- Experience: 8–10 years, minimum 3 years in Government / PSU / Autonomous Body +
- Education: CA Inter / CMA Inter (CA / CMA preferred) +
- Reporting To: Director (Finance), NeGD +

Key Responsibilities
+- +
- End-to-end billing lifecycle: invoice generation, credit/debit notes, collections, revenue recognition +
- Process vendor/agency invoices across 30+ NeGD projects; verify deliverables and milestone-based payments +
- Prepare and submit Utilisation Certificates (UCs) to MeitY and other funding agencies under GFR Rule 238 +
- Handle TDS deductions, GST compliance (GSTR-1/3B), and compliance with Section 194C, 194J, 194I +
- Coordinate with CAG, internal auditors, and statutory auditors for tax and billing-related audit paras +
Technical Skills Required

- Deep knowledge of Income Tax Act 1961, GST, TDS provisions in government/PSU context +
- Familiarity with PFMS, GFR 2017, DFPR, and UC norms +
- Proficiency in Tally / government-standard accounting software and advanced Excel +
- Working knowledge of e-filing portals (GST Portal, TRACES, Income Tax e-filing) and GeM/CPPP +
